Because they may not be vaccinated with shots recognized by the US Food and Drug Administration or the World Health Organization.

When lifting overseas travel restrictions in November, the US required adults coming into the country to be fully vaccinated with shots approved, approved by the US Food and Drug Administration or authorized by the World Health Organization.

Among the most widely used vaccines that do not meet these criteria are the Russian Sputnik V vaccine and the Chinese CanSino vaccine. The Sputnik V is licensed for use in more than 70 countries while the CanSino is authorized for use in at least nine countries. The World Health Organization is still waiting for more data on both vaccines before making any decision.

Vaccines recognized by the Food and Drug Administration and the World Health Organization undergo rigorous testing and review to determine that they are safe and effective. Among the vaccines used internationally, experts say it is possible that some vaccines will not be recognized by agencies.

Not all of them will be evaluated in clinical trials with the rigor necessary,” said Dr. William Moss, executive director of the Johns Hopkins International Vaccine Access Center.

An exception to the US rule is people who received the full series of Novavax in a late-stage study. The United States is accepting participants who received the vaccine, not a placebo, because it was a rigorous study with oversight from an independent monitoring board.

The United States is also allowing entry to people who have received two doses of any combination of “mix and match” vaccines on the Food and Drug Administration and World Health Organization lists.
